У латвійській Лієпаї, якій у 2027 році буде виконувати роль Європейської столиці культури, розгорнулася публічна дискусія довкола встановлення мистецького об’єкта, покликаного символічно відкрити культурну програму міста. Суперечки вийшли за межі місцевого рівня та охопили політичні кола, культурну спільноту й національні медіа. Йдеться про арт-об’єкт «Путієнс», проєкт якого рік тому переміг у відкритому конкурсі. Його автор — відомий латвійський художник Крішс Салманіс. Метою конкурсу було створення художньо цінного й функціонально продуманого об’єкта міського простору, який мав би символічно розпочати програму Європейської столиці культури та збагатити урбаністичний ландшафт Лієпаї. Проєкт Салманіса передбачає мінімалістичну дзеркальну металеву скульптуру у вигляді великого нахиленого кільця діаметром близько трьох метрів. З певного ракурсу об’єкт сприймається як абстрактна форма, однак під час обходу навколо стає зрозуміло, що це надувний водний засіб із головою єдинорога. Орієнтовна вартість становить близько 60 тисяч євро. Критики проєкту зосередилися насамперед на фінансових і процедурних аспектах. Лунали сумніви щодо обґрунтованості кошторису, зокрема транспортних витрат, а також запитання про допустимість замовлення й виробництва окремих елементів у Китаї в межах проєкту, що реалізується за підтримки європейських програм. Ще однією лінією критики стала, на думку окремих політиків, недостатня залученість мешканців Лієпаї до ухвалення рішення щодо розміщення арт-об’єкта. Водночас частина депутатів заявила про «безпрецедентний тиск» на міську раду з боку неурядових організацій, міністра культури та медіа.
Debate Erupts in Liepāja Over Art Installation Ahead of European Capital of Culture Year
Public debate has flared up in the Latvian city of Liepāja, which is set to assume the title of European Capital of Culture in 2027, over the installation of an art object intended to symbolically launch the city’s cultural programme. What began as a local discussion has expanded to involve political circles, the cultural community and national media. At the centre of the controversy is the art installation “Pūtiens”, whose design won an open competition a year ago. The author of the project is renowned Latvian artist Krišs Salmanis. The competition aimed to create an artistically valuable and functionally well-designed object for the urban environment that would symbolically inaugurate the European Capital of Culture programme and enrich Liepāja’s cityscape. Salmanis’s project envisages a minimalist mirrored metal sculpture in the form of a large, tilted ring approximately three metres in diameter. From one angle, the object appears as an abstract form, but when viewed from another side, it is revealed to be an inflatable watercraft topped with a unicorn’s head. The estimated cost of the project is around €60,000. Critics of the project have focused primarily on financial and procedural issues. Questions were raised about the justification of the budget, particularly transport costs, as well as about the permissibility of ordering and manufacturing certain elements in China within a project supported by European funding. Some councillors argued that an artwork for a city with an industrial heritage should be produced in Europe rather than outside the EU. Another line of criticism concerned what some politicians described as insufficient involvement of Liepāja’s residents in the decision-making process regarding the placement of the art object. At the same time, several councillors reported what they called “unprecedented pressure” on the city council from non-governmental organisations, the Minister of Culture and the media.
