Крім того, суперечки викликала й ідеологічна основа меморіалу — зокрема твердження про «понад 100 мільйонів жертв комунізму», яке сучасні дослідники вважають науково сумнівним. У підсумку монумент, задуманий як акт історичної пам’яті, перетворився на один із найконтроверсійніших культурних об’єктів Канади. Memory Without Names: Canada Revises the Concept of the ‘Victims of Communism’ Monument
Canada has decided to abandon the inscription of individual names on the ‘Victims of Communism’ monument in Ottawa following a government review that found many of those originally listed had links to Nazi or fascist organisations. The memorial, unveiled a year ago, was initially intended to commemorate more than 500 individuals, but the list was reassessed after concerns were raised by Jewish organisations and independent media. The review concluded that more than half of the names had not been properly vetted. Canada’s Department of Canadian Heritage stated that all elements of the memorial must align with the country’s core values of democracy and human rights. As a result, the decision was taken to remove all personal names and replace them with broader thematic content. What began as a private initiative gradually evolved into a large-scale state-backed project with a multi-million-dollar budget, a significant portion of which came from public funds. It received political support across party lines, while implementation was led by a civic organisation that raised donations both within Canada and internationally. Funding sources later became a focal point of criticism, as some donors were organisations historians associate with the rehabilitation of Nazi collaborators. The ideological framework of the monument also drew scrutiny, particularly the claim of “more than 100 million victims of communism”, which many contemporary scholars consider historically and methodologically questionable. As a result, a monument conceived as an act of historical remembrance has become one of Canada’s most controversial cultural sites. The removal of names represents an attempt to rethink how the state addresses traumatic pasts—and who it chooses to honour in the public sphere.
